City council passes panhandling ordinance

BAKERSFIELD, CA- Bakersfield's city council has adopted the city's first ordinance against panhandling.

Wednesday night, the ordinance was approved on a second reading in a 5-0 vote. Council members Ken Weir and Bob Smith were absent.

The ordinance makes aggressive panhandling a misdemeanor or an infraction.

It bans panhandling on roadways and medians and prohibits all soliciting near banks, credit unions and atms, and in parking lots after dark.

The ordinance will take effect in 30 days.
